Having regard to the statements of objectives and reasons given by the state
government in the Legislative Assembly Bill No. VII of 1998,
providing for establishment of the Maharashtra Animal and Fishery
Sciences University; and to fulfill considerations and aspirations
expressed by Hon'ble Chancellor and the Governor of Maharashtra and
Hon'ble Chief Minister of Maharashtra, following mandates were set
forth for the first Vice Chancellor of the University for a
period of 3 years from 20.11.2000 till to date for providing
leadership to the newly- established University. The mandate was
with a basic objective of seeing the University on its onward march
and to place it "ON MOVE" -
To
establish headquarters of the University at the old veterinary
college building, which had to be extensively repaired for setting
up the offices of Vice Chancellor, Registrar, faculty Deans,
Directors and other officers of the University to ensure smooth
functioning of the University.
To
institute the University bodies like first Executive Council
(Governing body) and first Academic Council as stipulated in the
MAFSU Act, 1998 for framing the policies and by-laws (Statutes).
To
accomplish transfer of constituent colleges and affiliated
institutes alongwith the staff, properties and funds from the four
State Agricultural Universities by moving the state government in
the departments of Agriculture and Animal Husbandry, Dairy
Development and Fisheries.
To
move and pursue state government for creation of staff positions to
man with the University headquarters and provision of necessary
financial assistance for development of the University headquarters
and constituent colleges, farms and institutes.
To
set up the task force for formulation of the statutes of the
University on a priority basis and to submit the draft statutes to
the Chancellor of the University for assent on a topmost priority
basis in order to ensure at the earliest possible functioning of the
University in full swing.
To
establish regular University authorities, like Faculties of
Veterinary Science and Dairy Technology, Board of Studies in 18
disciplines, Research Council and Extension Council, Advisory
Councils to the Deans of the constituent colleges, Works Committee,
Students Welfare Committee and so on as per provisions in the
statutes.
To
move national bodies like University Grants Commission, Veterinary
Council of India, Indian Council of Agricultural Research,
Association of Indian Universities, Indian Union of Agricultural
Universities etc. to accord their recognition to the University for
academic and funding purposes.
To
initiate and finalise action for establishing identity of the
University as well as depicting its activities.
To
initiate action for formulating the rules relating to admission and
prospectus for graduate, post-graduate and doctoral programmes and
ensuring smooth process of admission of the students to the three
faculties i.e. veterinary science, dairy technology and fisheries
science.
To
establish independent Faculty of Lower Education at the University,
formulation of rules for according recognition to lower education
institutes, formulation of rules for admission, academic programmes
with inter alia include conduct of examinations, declaration of
results and other academic matters thereto.
To
motivate the academic staff at the constituent colleges for
submission of research and extension education schemes and move the
sponsoring agencies to allocate research funds.
To
undertake and finalise Vision 2025 : Document of the
University with perspective plans so as to chart out the road map of
the University for futuristic developments.
To
start virtual education (eLearning activity) and providing
information technology to students, field veterinarians and
ultimately the farmers.
To
establish performance enabling environment within the University.
To
initiate actions to make teaching effective and innovative, research
vibrant and viable, and extension visible with impact.
To
explore innovative avenues for income generation so as to provide
self-reliance and sustainability to the University especially by
formulation of industry oriented/need based research programmes.
