Formulation of the statutes of the University in the stipulated time

As per the provisions of the Maharashtra Animal and Fishery Sciences University Act, 1998, the new statutes were drafted by the Vice Chancellor's office in a record period of three months. The draft was submitted to the Hon'ble Chancellor's office for his assent. The government in the law and the judiciary departments examined various statutes of the University thoroughly and with minor changes proposed and recommended to the Hon’ble Chancellor’s to accord the assent. For framing the Statutes a Committee consisting of senior academicians MAFSU, agricultural universities, and administrators from the Government Development Departments like Law and Judiciary.

The University Statutes is an important document, since the detailed delineation of the authorities, policies, procedures and practices are set out in the Statutes. These are pre-requisites for good governance and provide due autonomy for effective, efficient management of man, money and material. Framing and implementing the Statutes was by far the most significant factor that provided momentum to the University functioning.

The task force held several brainstorming sessions and visited all the constituent colleges to get inputs from various strata. It is satisfying to mention that the University completed this exercise within the stipulated time, provided in the Act, and the draft statues consisting of 178 statutes were placed before the Executive Council, which approved the draft with minor suggestions. The amended draft was then submitted to Hon'ble Chancellor for favor of assent.

The Statutes of the University are forward-looking in many respects. Total fifty-five Statutes are innovative and original.

  • The Statute 60 relates to evaluation of candidates being considered for an academic post, which contains an innovative scheme for awarding maximum 60% for past performance. The remaining 40% is for performance in interview, which is based on lecture presentation on work done and vision for future plan. Thus, the selection of a faculty is ensured on objective evaluation of merit and performance.

  • The Statute 51 stipulates that the persons occupying higher posts like Deans, Director, Registrar, Heads of the Departments are subjected to periodical review of their performance and hence it provides for appointment on these posts for a tenure period of 3 years. Their reappointment is subject to assessment of their performance by the Selection Committee.

  • The Statute 150 defines the financial competency of the University in categorical terms, and clearly delineate the University finance functioning vis a vis state government.

  • The Statute 169 provides for facility of sabbatical leave to academic staff.
